Avangard residents included in the list of import substitution projects

A list of areas that are priority in the import substitution program was published. Two resident enterprises of the Avangard SEZ plan to produce products included in this list. Here is a summary of these projects.

1. OOO “Gazpromneft-Grafitek”

Date of obtaining the status of a SEZ resident – Certificate of the Ministry of Economic Development of the Russian Federation, certifying the registration of a person as a SEZ resident dated March 11, 2022. Name of the project: “Creation of production of graphite electrodes”. Commissioning of the facility and start of production activities – 2025. Planned investment amount – 37 billion rubles. Number of new jobs – at least 300. Planned production:

• graphite electrodes UHP600mm – up to 45 thousand tons per year;
• by-product (graphite) – up to 9 thousand tons per year.

Graphite electrodes are mainly used in ferrous metallurgy for steel smelting in electric arc furnaces. The target group of consumers of graphite electrodes are metallurgical companies (NMLK, EVRAZ, Severstal, MMK, Metalloinvest, Nippon Steel, Jiangsu Shagang, ThyssenKrupp, IMIDRO).

2. LLC “Omsk Bisphenol Plant”

Date of obtaining the status of a SEZ resident – Certificate of the Ministry of Economic Development of the Russian Federation, certifying the registration of a person as a SEZ resident dated April 28, 2022. Project name: “Construction of a plant for the production of Bisphenol A”. The commissioning of the facility and the start of production activities are planned for the end of 2025. The planned investment amount is 7.9 billion rubles. Number of new jobs – at least 80. Planned production:

• production of bisphenol A (technical diphenylolpropane) – up to 70 thousand tons per year.

The main segment of bisphenol consumption in Russia is the production of polycarbonate. The project involves, first of all, the production of bisphenol-A, there is also a potential opportunity in the future to switch to products of further processing (epoxy resins and polycarbonate) for the purpose of import substitution.
