“Gazprom Neft” is developing a project for the production of Russian components for the production of steel in the “Avangard” SEZ
Gazpromneft-Grafitek, a subsidiary of Gazprom Neft for the implementation of the project for the construction of a graphite electrode plant, has become a resident of the Avangard special economic zone in the Omsk Region. The future high-tech production of the company will be able to provide the Russian metallurgical industry with a key element for the production of high-grade steel – heavy-duty electrodes. The design capacity of the enterprise, which will support the independence of the Russian metallurgy from imports, will be over 45 thousand tons of graphite electrodes per year.
The raw material for the production of electrodes will be petroleum coke, the production of which will begin at the company’s Omsk refinery after the launch of a deep oil refining complex. Localization of the full cycle of production of high-quality components will ensure the demand of domestic metallurgical enterprises. An additional advantage of the project is the high environmental parameters of the products: the use of modern electrodes makes it possible to halve the carbon footprint in steel production.
Alexander Panov, General Director of Gazpromneft-Grafitek
“Implementation of the project to create a modern and efficient production of graphite electrodes in Omsk is of strategic importance for the country’s industry: in the medium term, Gazpromneft-Grafitek will ensure the import independence of the Russian metallurgy in the production of electric steel. In addition, the new enterprise will become one of the key production complexes in the special economic zone “Avangard”, which will contribute to the emergence of additional highly qualified jobs in the Omsk region and the integrated development of the region’s economy.”
Alexander Burkov, Governor of the Omsk Region
“Today, it is more important than ever for us to develop our own production. All conditions have already been created in the Omsk region – last year, with federal support, we launched a site in the region where we will concentrate production facilities that produce import-substituting products for the needs of enterprises in the country. One of its key advantages is location in close proximity to large petrochemical enterprises. This opens up the opportunity for residents to build optimal logistics schemes. The Omsk Region is a large industrial center that will contribute to building new logistics chains for the whole country.”
Victor Sobolev, General Director of the Avangard SEZ
“The Avangard Special Economic Zone is a large-scale and promising project for the region, the largest investment platform, the development of which is proceeding at a rapid pace. One of the key advantages of this territory is its location in close proximity to large petrochemical enterprises. This opens up the opportunity for residents to build optimal logistics schemes, which will allow the development of efficient production models. The Gazpromneft-Grafitek enterprise specializes in a fundamentally new production for the Omsk region – the production of graphite electrodes. For the region, this is another impetus to the development of the industrial sector of the economy and industries – chemistry and petrochemistry. Partnership with Gazprom Neft helps we need to solve these problems.”
The new Gazpromneft-Grafitek plant will be integrated into the company’s single production cluster in the Omsk Region, which unites high-tech enterprises: the Omsk Oil Refinery, the Omsk Lubricants Plant, as well as the project to create Russia’s first production of oil refining catalysts.
