Mikhail Mishustin approved the Unified Plan for Achieving National Development Goals until 2030 and for the Long-Term Period until 2036
It will be the main guideline in the work of the government, ministries, departments, regional administrations, development institutions and state-owned companies in fulfilling the tasks set by the President.
The Unified Plan defines strategic priorities for achieving national goals and the indicators characterizing them for the next 12 years. The document is interdepartmental and intersectoral in nature. It interconnects the President’s May decree on national goals, 19 national projects formed by the government, more than 40 state programs, industry and regional strategies, “road maps”, and also provides for the participation of development institutions, state companies and corporations in achieving national goals.
The implementation of the Unified Plan will address long-term tasks, including achieving a sustainable trajectory of economic growth in the face of existing challenges, increasing citizens’ incomes, increasing the birth rate and life expectancy, and ensuring technological sovereignty.
The plan takes into account all current instruments of state policy, provides indicators for achieving the set objectives, and defines the areas of responsibility of all participants in the process.
A flexible digital model for managing the implementation of planned activities has been prepared to promptly respond to possible challenges and risks, including in the context of external sanctions. It will allow for monthly monitoring of the implementation of planned activities based on the indicators of national goals, national projects and state programs, identifying and analyzing the causes of deviations from the planned trajectory for making the necessary decisions, and receiving feedback from citizens and regional authorities.
The relevant deputy prime ministers will be personally responsible for achieving the approved indicators, and they are also tasked with managing the process, ensuring the coordination of all measures taken.
