New Rules for Industrial Clusters: The Russian Ministry of Industry and Trade Establishes Uniform Standards for Development Programs
The Russian Ministry of Industry and Trade has introduced important changes to the procedure for formulating industrial cluster development programs. The corresponding document, published on the official legal information portal, establishes uniform requirements for the content of such programs.
Now, when developing industrial cluster development programs, it will be necessary to describe in detail their strategic goals, key projects, participant composition, and infrastructure needs. An assessment of the expected socioeconomic impact of program implementation will also be an important element.
Particular attention is being paid to projects aimed at import substitution. Mandatory requirements for detailed descriptions within project passports and cluster functional maps are being introduced for these projects. This will allow for more effective monitoring and support of the development of domestic production.
