A proposal has been made to establish a modern dairy processing plant in Omsk to produce dry milk and milk protein concentrates. The project targets an annual output of 4,000–6,000 tonnes.
The facility will produce whole and skimmed milk powder. These products are in demand across the confectionery and baking industries, as well as in the manufacture of baby food, sports nutrition, ready-to-eat foods, and animal feed.

A 41,500 m² land plot has been designated for the project. Utility connections (electricity, gas, water) are available, along with road access via Kombinatskaya Street.
A range of state support measures is being considered for the project, including “large-scale investment project” status (allowing for land allocation without a tender), equipment subsidies, and preferential loans from regional and federal Industrial Development Funds. Locating the facility within the “Avangard” Special Economic Zone (SEZ) offers additional tax and property-related incentives.
The project was published by the Omsk Region Development and Investment Agency in the region’s official investment proposal section.
