Omsk Region to Accelerate Land Leasing for Businesses — Timelines to Be Cut Nearly in Half
The regional government has discussed ways to improve the Omsk Region’s standing in the National Investment Climate Rating. Three projects aimed at streamlining procedures are being refined to align with updated federal requirements, synchronizing target timelines with the National Model.
🔹 Leasing land without an auction for large-scale investment projects (Regional Ministry of Economic Development). The timeframe will be reduced from 37 to 19 working days. Measures taken include enabling applications via the “Investor’s Personal Account” and processing document approvals in parallel rather than sequentially.
“When the project file was first opened, the total timeframe was 127 working days. It is now 37. In line with objectives for the ‘End-to-End Investment Flow’ initiative, we are aiming for 19 days—effectively cutting the time in half again,” said Denis Kushner, First Deputy Minister of Economic Development of the Omsk Region.
🔹 Leasing region-owned land via auction (Ministry of Property Relations). The timeframe will drop from 55 to 37 working days by 2027, and to 29 days by 2030.
🔹 Leasing land in Omsk via auction (City Administration’s Department of Architecture and Urban Planning). The timeframe will decrease from 64 to 37 working days by 2027, and to 29 days by 2030.
All projects are undergoing mandatory consultation with the business community. The primary goal is to improve the region’s investment climate.
