On September 15, the first meeting of the Expert Council of the special economic zone of industrial and production type “Avangard” took place.
The main function of the Expert Council is to review the business plans of applicants for being residents in a special economic zone and evaluate them in accordance with the system of criteria established by the Ministry of Economic Development of the Russian Federation. Based on the results of the work, the Expert Council decides on the support of the business plan, on the refusal to support the business plan, or on the need to revise the business plan.
The composition of the Expert Council of the special economic zone of industrial and production type “Avangard” was approved by the Decree of the Government of the Omsk region dated March 24, 2021, No. 116-p “On certain issues of the creation and functioning of the SEZ IPT” Avangard “. The Expert Council is chaired by Dmitry Ushakov, Deputy Chairman of the Government of the Omsk Region.
At the first meeting, the experts reviewed the business plan of the project “Organization of a Center for the processing of industrial and construction waste in the territory of the SEZ” Avangard “, presented by LLC” United Regional Center for Processing-Industrial Waste “. Within the framework of this project, it is planned to provide services for the collection, transportation, processing, neutralization, and disposal of industrial waste in the field of petrochemicals and construction, and carbon-containing waste:
- oil sludge and oil-contaminated soils – up to 49.3 thousand tons per year;
- processing of construction waste and waste during the dismantling of buildings and structures – up to 35.0 thousand tons per year;
- processing of carbon-containing waste – tire industry waste – up to 2.7 thousand tons per year.
The project provides for the sale of the obtained secondary raw materials.
The total amount of planned investments is 151 million rubles, 43 new jobs will be created. The expected amount of tax and non-tax revenues of the consolidated budget of the Omsk region as a result of the implementation of this investment project for 15 years will amount to 149.5 million rubles.
Andrey Gotfrid, Director of the United Regional Center for Industrial Waste Processing, presented the project to the experts. As a result of consideration by a majority of votes, the Expert Council decided to support the submitted business plan. The applicant is recommended to pay special attention to compliance with environmental standards and requirements when implementing the project.
The decision of the Expert Council was commented by Viktor Sobolev, General Director of the SEZ IPT “Avangard”:
“Our management company considers this project not only as an investment project, but also as an infrastructure project for the special economic zone as a whole. At the stage of preparing the project for the planning of the territory of the zone, the construction of treatment facilities for industrial waste was taken into account, now we get an effective solution for solid waste. The project will also be implemented in the interests of other residents of the special zone who will implement production projects. Waste processing actually at the place of their origin (among other things, and on the territories of adjacent enterprises – Omsk oil refinery, Omsk rubber) will reduce the environmental risks of negative impact on nature. We will pay special attention to environmental issues during the implementation of this project, especially since today it is impossible in principle to launch a new enterprise without observing environmental standards and requirements. “
Based on the decision of the Expert Council, an agreement on the implementation of industrial and production activities stipulated by the legislation will be concluded with the applicant, after which the applicant will officially become the first resident of the special economic zone of industrial and production type “Avangard” created in our region
