SEZ Avangard visited Zhiguli Valley
In 2022, the management company JSC SEZ IPT Avangard joined the Association of Clusters, Technoparks and SEZs of Russia (ACIT RF). The general meeting of members of ACIT of the Russian Federation was held on April 21, 2023 in the congress center of the technopark in the field of high technologies “Zhigulevskaya Dolina” in Togliatti. The meeting was attended by representatives of the management companies of technoparks and SEZs, industrial clusters, development corporations from 50 regions of the Russian Federation – organizations that are directly involved in the development of infrastructure and attraction of investments in the regions.
The welcoming speech of the Deputy Prime Minister of the Russian Federation – Minister of Industry and Trade of the Russian Federation Denis Manturov was read out by the First Deputy Director of the ACIT of the Russian Federation Mikhail Labudin:
“Today, new opportunities are opening up for domestic industrial enterprises to ensure technological sovereignty and develop cooperation ties. The Government of the Russian Federation, in particular the Ministry of Industry and Trade, is implementing both system-wide measures to support investment projects and mechanisms to create ready-made industrial infrastructure. I am sure that this will speed up the solution of the tasks of providing the domestic industry with the necessary technologies and component base.”
Andrey Shpilenko, director of the Association of Clusters, Technoparks and SEZs of Russia, spoke about the significance of the event:
“The Annual General Meeting of the Association of Clusters, Technoparks and SEZs of Russia has started. For the first time, it is held not in Moscow, but on the territory of the existing technopark, and one of the best in the country – the Zhiguli Valley. Together with the members of the Association, we discussed the mechanisms in force since January 1, 2023 aimed at import substitution, the formation of industrial clusters and attraction of investments. We also discussed in great detail the development of all types of industrial infrastructure and SEZs. I am confident that today’s event will become a platform for recommendations and proposals, including those used to adopt legislative initiatives.”
The agenda included panel discussions “On rebooting industrial clusters. New Mode of Operation” and “On Territories with Preferential Treatments and Support Measures for Industrial Infrastructure Facilities (Parks, SEZ)”. Within the framework of the General Meeting, among other issues, amendments to the Strategy of the ACIT of the Russian Federation for the period up to 2024 and the Action Plan of the ACIT of the Russian Federation for 2023 were approved. There have been changes in the governing bodies of the Association. Andrey Shpilenko resigned ahead of schedule as director of the RF ATC and was elected head of the Supervisory Board of the Association. Mikhail Labudin was unanimously elected as the new head of the RF ATC.
As part of the event, Viktor Sobolev, General Director of Avangard Industrial Special Economic Zone JSC, discussed with the new head of the RF ATC Mikhail Labudin the issues of further cooperation, assistance by the Association in resolving issues of development and optimization of the Omsk Special Economic Zone.
