Special economic zone “Avangard” headed by Viktor Sobolev

The 100 millionth authorized capital of the new JSC is to be formed.

On Tuesday, April 14, according to the Unified State Register of Legal Entities, JSC “Special economic zone of industrial-production type” Avangard “was finally established in Omsk. It was registered with the tax office as a legal entity. It was headed by Viktor SOBOLEV. He is also the director of the Omsk Regional Business Incubator, the Omsk Regional Business Incubator – now, according to him, part-time.

As Viktor Yuryevich said, in the near future it is necessary to do a number of organizational matters: to form a board of directors and an audit commission, to register an issue prospectus. The authorized capital is expected to be 100 million rubles.

The main activity of the new joint-stock company is “Lease and management of own or leased real estate”. Supporting activities – 44.

Recall that on September 26, 2019, Governor Alexander BURKOV made such an idea as part of the budget message:

–Today, there is not a single specialized turnkey platform in the region that allows investors to come and immediately launch a project. In this regard, I insist on the implementation of two priority areas – the creation of a special economic zone and at least two industrial technology parks. A start has already been made: the territory in the Northern industrial zone of Omsk has been determined for the placement of a special economic zone. It is necessary to initiate the solution of land issues, identify anchor residents and ensure the preparation of an application for the Omsk region to the Ministry of Economic Development of Russia.

On February 5, 2020, at a meeting of the regional government, the governor said the following about this zone:

It is very important for us to develop low-tonnage chemistry and petrochemistry. This requires partners such as Gazprom Neft and the Titan group of companies; in the future, we will jointly attract new participants in production with them.

Recall that Viktor SOBOLEV from August 7, 2014 to November 2, 2015 was the Minister of Property Relations of the Omsk Region. And since December 15, 2015 – Director of the Omsk Regional Business Incubator.
