The first project of GC “Titan” in the SEZ “Avangard” was approved by the Expert Council
On December 21, in the video-conference format, a regular meeting of the Expert Council of the special economic zone of industrial and production type “Avangard” was held.
The main function of the Expert Council is to consider the business plans of potential investors and evaluate them in accordance with the system of criteria established by the Ministry of Economic Development of the Russian Federation. The members of the Expert Council of the Omsk Special Economic Zone was approved by the Decree of the Government of the Omsk Region dated March 24, 2021 No. 116-p “On certain issues of the creation and functioning of the SEZ PPT“ Avangard ”. The Expert Council is chaired by the Deputy Chairman of the Government of the Omsk Region Dmitry Ushakov.
On December 21, at a meeting of the Expert Council, the business plan of the project “Construction of a plant for the production of Bisphenol A” was considered. The project was presented by Omsk Bisphenol Plant LLC, established by GC Titan JSC. General Director of the enterprise Oleg Moloshtanov made a presentation of the project.
The business plan provides for the construction of an enterprise for the production of 70 thousand tons per year of bisphenol A (technical diphenylolpropane), which is a raw material for the production of polycarbonate and epoxy resins. This segment of bisphenol consumption is promising from the point of view of import substitution and can potentially significantly increase the total consumption of bisphenol in the Russian Federation.
The total investment will amount to 7,910.1 million rubles, it is planned to create 82 new jobs.
As a result of consideration and discussion of the project, the experts made a unanimous decision to support the submitted business plan. In accordance with the procedures and delegated powers established by Federal Law No. 116-FZ “On Special Economic Zones in the Russian Federation”, on the basis of the protocol of the Expert Council, the Ministry of Economy of the Omsk Region will make a decision to conclude an agreement on industrial and production activities with the applicant. After the signing of such an agreement, Omsk Bisphenol Plant LLC will become another resident of the “Avangard” special economic zone.
