The Industrial Development Fund summarizes the results of 2025!
The Industrial Development Fund of the Omsk Region presented the results of the work of the Specialized Organization of Industrial Clusters (SOIC).
🟢 Two industrial clusters were created: the Metal Structures and Lifting Equipment Industrial Complex and the Food Industry Industrial Complex.
🟢 As a result of systematic work, 36 companies were attracted to existing and new industrial clusters in the region.
🟢 108 factors hindering industrial production growth were identified. By the end of 2025, 37% of these factors were eliminated.
🟢 A list of 50 investment niches was compiled. These niches represent opportunities for opening new or expanding existing production facilities that are currently dependent on foreign supplies.
🟢 13 new import substitution projects were identified. These initiatives are concentrated within industrial clusters and aimed at localizing the production of components, raw materials, and finished goods, which were previously primarily imported to the region.
🟢 OmZIT EnergoMash LLC, the region’s first participant in the machinery and heat power equipment industrial cluster, received approval from the Russian Ministry of Industry and Trade to implement a joint cluster project in the format of a special investment contract (SPIC 1.0).
🟢 The Fund has integrated eight educational institutions in the region, as well as seven industrial entities: the management companies of industrial parks, technology parks, and the Avangard special economic zone.
🟢 Eight companies participating in industrial clusters are included in the Register of Russian Industrial Products (Government Resolution No. 719). Being included in this register gives these companies’ products priority when considering applications for state and municipal procurement, directly enhancing their competitiveness and opening access to large orders.
🟢 A digital cooperation platform for the Omsk Region has been developed and launched. It allows companies to list their products and search for partners both within and outside the region, forming cooperation chains.
Plans for 2026:
⚙️Creation of two regional industrial clusters: a children’s goods industry cluster and a cluster for unmanned aerial systems, aircraft systems, and robotics.
📊Continued elimination of factors hindering industrial production growth.
🏭Expansion of cooperation chains by integrating Omsk enterprises into industrial clusters in other regions.
📌Active involvement of small and medium-sized businesses from municipal districts of the Omsk Region in cooperation chains.
“Together with the Foundation team, we will continue to work on implementing the cluster policy,” noted Andrey Shpilenko, Deputy Chairman of the Omsk Region Government.
