The second meeting of the Expert Council of the SEZ IPT “Avangard”

On October 27, the second meeting of the Expert Council of the special economic zone of industrial and production type “Avangard” was held.

The main function of the Expert Council is to review the business plans of potential investors and evaluate them in accordance with the system of criteria established by the Ministry of Economic Development of the Russian Federation. Based on the results of the meeting, the Expert Council makes a decision to accept or refuse to support the business plan. Also, experts can offer the applicant to finalize the business project for its re-examination.
The members of the Expert Council of the special economic zone of industrial and production type “Avangard” was approved by the Decree of the Government of the Omsk region dated March 24, 2021 No. 116-p “On certain issues of the creation and functioning of the SEZ IPT “Avangard “. The Expert Council is chaired by Dmitry Ushakov, Deputy Chairman of the Government of the Omsk Region.

On October 27, at a meeting of the Expert Council, the business plan of the project “Organization of production of metal structures for oil and gas enterprises” presented by Omsk Electrotechnical Plant LLC was considered. The business plan provides for the construction of a plant with a design capacity of 14 thousand tons of metal structures per year for several consumer sectors:

• oil and gas and fuel and energy complex;
• energy and electrification;
• construction of buildings and structures.

The total investment will amount to 495 million rubles, it is planned to create 133 new jobs. The discounted payback period is 6 years.

The head of the new enterprise Alexander Antropenko made a presentation of the project to the experts. As a result of consideration and discussion by the Expert Council, a unanimous decision was made to support the submitted business plan. In accordance with the procedures and delegated powers established by Federal Law No. 116-FL “On Special Economic Zones in the Russian Federation”, on the basis of the protocol of the Expert Council, the Ministry of Economy of the Omsk Region will decide to conclude an agreement with the applicant on industrial and production activities on the territory of the SEZ “Avangard “. After the signing of such an agreement, Omsk Electrotechnical Plant LLC will become a new resident of the Omsk Special Economic Zone.
