Amendments have been made to Federal Law-116 on SEZs in Russia
On March 18, 2023, amendments were made to the Federal Law “On Special Economic Zones in the Russian Federation”.
The purpose of the amendments is to bring the legislation of the Russian Federation into line with the Customs Code of the Eurasian Economic Union (EAEU) and other acts constituting the law of the EAEU.
In the Russian Federation, the issues of applying the customs procedure of a free customs zone in special, free, special economic zones and territories equated to them are regulated by the law of the EAEU and legislative acts of the Russian Federation regulating the application of the customs procedure of the Special Customs Zone, which establish a simplified procedure for completing the customs procedure of the Special Customs Zone. Zones and termination of goods under customs control.
This simplification applies, among other things, to such cases of other consumption of goods as spending (consumption) of goods during the creation, operation, repair and reconstruction of real estate objects on the territory of the Special Economic Zone, operation and (or) maintenance of equipment, spending for scientific purposes.
The possibility of exporting goods placed under the customs procedure and (or) goods made (received) from goods placed under the customs procedure from the territory of the Special Economic Zone without completing the customs procedure has also been expanded.
This simplification applies, among other things, to cases of export of goods from the territory of the Special Economic Zone to the rest of the territory of Russia for their own production and technological needs, as well as for processing (processing), manufacturing of goods.
All of these changes will come into effect on September 1, 2023.
