Governor of the Omsk Region Alexander Burkov held a meeting on the implementation of investment projects on the territory of the special economic zone of industrial and production type “Avangard”.
The decision to create a special economic zone in the Omsk region at sites in the area of Krasnoyarsk tract and Kombinatskaya street was supported and approved on December 29, 2020 by the Government of the Russian Federation. The creation of a special economic zone “Avangard” is a large-scale project, the main goal of which is to promote the development of the economy by creating favorable conditions for Russian and international companies in the implementation of investment projects in the field of industrial production and logistics. Preferential conditions have been created for the work of SEZ residents. Residents are exempt from income tax and land tax for 5 years, for 10 years – from property tax acquired and used within the SEZ, as well as from transport tax.

Today, at a meeting led by Alexander Burkov, they discussed the results of the work done to create the SEZ, considered the projects of current and future residents, the timing of their implementation. The first resident was the United Regional Industrial Waste Processing Center LLC. The enterprise will be engaged in the processing of construction, industrial waste, rubber products and others. Construction work is planned to begin next year.

Another resident is Osnova Holding JSC (Omskelectrotech LLC), which will implement a project for the production of metal structures for oil and gas enterprises. Also, in the near future, Gazpromneft – Grafitek (a subsidiary of Gazpromneft – Bitumen Materials, bitumen operator Gazprom Neft) will become a resident with a project for the production of graphite electrodes required for the manufacture of high-grade steel. GC “Titan” is working on 4 investment projects, two of which are planned to be presented this year, one in the first quarter of 2022, and one more during 2022.

At the meeting, we also discussed the issues of providing infrastructure facilities for SEZ residents. In October, the Omsk Region approved an application for an infrastructure budget loan in the amount of 120 million rubles. The funds will be directed to the construction of power supply facilities on the territory of the SEZ, necessary to launch a regional center for the processing of industrial and construction waste. In addition, to ensure sufficient transport accessibility of the SEZ territory, residents need a new road – the continuation of st. Kombinatskaya to the city border about 2.5 km long. The same road is required for the implementation of the construction of a plant for graphite electrodes. By the end of November, it is planned to announce a tender for the design of the road, which will be held over the next year. Alexander Burkov instructed the regional Ministry of Construction to reserve funds in the road fund in 2023 for the construction of this road.
