On May 11, a bidding was announced in the format of a request for quotations for the performance of a state historical and cultural examination of a land plot located on the border of the northern industrial zone behind Oil Lane. This site with cadastral number 55: 36: 030801: 4512 is included in the special economic zone of industrial production type “Avangard”, indicated in the tender documentation. The customer of the expertise is the joint-stock company of the same name created for the management of the SEZ. Its head is Viktor Sobolev, director of the Omsk Regional Business Incubator.
The initial contract price is estimated at 733 thousand rubles. The contractor is required to conduct an examination of land and urban planning legislation, in particular, the law on cultural heritage sites. Among the necessary work: the study of archival materials, field research, as a result of which the performer is expected to take recommended measures to preserve the monuments of historical and cultural heritage, if they are determined. The examination is given 50 days from the date of receipt of the advance payment. Any legal entity that has a valid certification for conducting state historical and cultural expertise is allowed to participate in the procurement. The company should not have tax debts, restrictions on participation in procurement, and it should not be in the process of liquidation and be included in the register of unscrupulous suppliers.
Recall that the Omsk authorities told about the creation of the SEZ “Avangard” in the fall of the year before last. True, the process was delayed due to the coronavirus pandemic. At the end of December last year, the head of the Russian Cabinet of Ministers Mikhail Mishustin signed a decree on the creation of the Avangard SEZ in Omsk, which will be located on an area of almost 500 hectares in the northwestern industrial hub of the city. According to the plan, the total volume of investments by 2030 will reach over 23 billion rubles. SEZ residents will have tax breaks and other preferences.
