In Omsk Oblast, businesses can obtain “Responsible Business Entity” status: applications are now being accepted.

This status is awarded to organizations and entrepreneurs that meet the criteria for reliability, social, and environmental responsibility approved by Omsk Oblast Government Resolution No. 97-p of March 12, 2026.

What does responsible business status entail?
Executive authorities and local governments have adopted and are developing special support measures for such companies. These include:
subsidies from regional or local budgets;
the opportunity to receive preferential loans from the Omsk Oblast Industrial Development Fund;
reduced timeframes for the provision of state or municipal services; and other benefits.

Who can obtain the status?
A legal entity or individual entrepreneur registered with tax authorities in Omsk Oblast and meeting the criteria for reliability, social, and environmental responsibility can be recognized as a responsible business entity. Basic (federal) assessment criteria:
A business reputation index (EKG-rating) of at least 91 points (more details: https://екг-ретинг.рф).
Or confirmation of compliance with the Business Public Capital Standard (https://ano-capital.ru).
Regional criteria:
no outstanding debts under regional property leases;
no illegal employment or wage arrears;
fulfillment of the obligation to hire disabled people within the established quota;
no refusals to employ participants in special military operations;
no outstanding orders to correct violations of environmental legislation.
How to obtain the status?
The status is assigned by the Ministry of Economic Development of the Omsk Region based on an assessment of the organization or entrepreneur’s compliance with the above criteria, based on an application.
