In the Omsk region, the investment committee under the leadership of the Governor will make decisions on supporting investment projects

We are talking about assessing investment projects for compliance with the criteria for providing land plots for rent without bidding.

The corresponding law was adopted last week at a meeting of the regional parliament. The document was presented by Minister of Economy Anna Negoduiko.

“On the instructions of the Governor, we are changing approaches to working with investors. In particular, on the provision of land plots for rent without bidding. The essence of the changes is that if the investment project meets the criteria, then by order of the Governor, the investor is provided with land for rent without bidding. Next, an agreement is signed with the investor on the main parameters of the project and implementation deadlines,” said the Minister of Economy of the Omsk Region Anna Negoduiko.

The main requirements proposed by the new law include the volume of investment, compliance of the project with strategic planning documents, territorial planning documents, as well as the requirements of land legislation. In particular, the planned total volume of capital investments for investment projects implemented in the territory of the city of Omsk or the Omsk municipal district of the Omsk region should be 100 million rubles or more, for projects in other municipal districts of the Omsk region – 50 million rubles or more.

The law provides for the conclusion of agreements between the regional Government and the investor on the parameters of investment projects. This will increase the level of control over the implementation of projects by establishing specific and time-limited responsibilities of the investor and authorities.

“The adopted changes change the approaches of the regional government to interaction with investors. Now the investment committee under the leadership of the Governor of the Omsk Region Vitaly Pavlovich Khotsenko will make the final decision on whether the project meets the criteria for the provision of land without bidding,” added Anna Negoduiko.
