Omsk on the international logistics map: the SCO supports the industrial hub project
We’re used to thinking of Omsk as the “transport gateway” to Siberia. But now the region is reaching a new, global level. The initiative to create an industrial and logistics hub has been officially included in the protocol of the SCO Business Council.
🔹 What’s the point?
Avangard SEZ resident Ruskran LLC has proposed locating in Omsk:
— Production of crane and handling equipment for SCO countries;
— Consolidation of metal structure production for Siberia, the Far East, and the Northern Sea Route infrastructure;
— Optimization of container and project shipping between Russia and partner countries;
— Increased utilization of the Irtysh and Ob river routes with access to the Trans-Arctic Transport Corridor.
🔹 Why Omsk?
— The geographic center of Russia at the intersection of international transport corridors;
— An existing industrial cluster of metal structures and lifting equipment (registered with the Russian Ministry of Industry and Trade);
— The Avangard Special Economic Zone with ready-made infrastructure and tax incentives;
— A strong talent pool (Omsk State Technical University, Siberian State Automobile and Road Construction Institute, Omsk State University).
🔹 What’s next?
The project has already been recognized as compliant with Presidential Decree No. 309 and the “Efficient Transport System” national project. Proposals are currently being prepared for the meeting of the SCO Heads of Government Council, which will be held in July 2026 in Bishkek.

We thank Governor Vitaly Pavlovich Khotsenko and the regional government for their support,” noted Sergey Lagutin, CEO of Ruskran LLC, who also heads the Committee on Interregional and International Cooperation of the Omsk Regional Union of Entrepreneurs.
Omsk Region is becoming a driver of international cooperation and logistics.
