The selection process for specialists for training under the Presidential Program for Management Training has begun.
The competitive selection of specialists for training under the State Plan for Management Training for Organizations of the National Economy of the Russian Federation (hereinafter referred to as the State Plan) is conducted in accordance with the following documents:
- The Regulation on the Competitive Selection of Specialists, Employees of Bodies and Organizations Authorized by the Supreme Executive Authorities of the Constituent Entities of the Russian Federation to Perform Functions for Organizing Management Training, for training in accordance with the State Plan for the 2018/19–2029/30 Academic Years, approved by Russian Government Resolution No. 142 of February 13, 2019;
- Methodological recommendations for conducting a competitive selection of specialists for participation in training under the State Plan, approved by paragraph 1 of Section II of the Minutes of the Meeting of the Commission for the Organization of Management Training for Organizations of the National Economy of the Russian Federation dated December 5, 2019, No. 2.
The goal of implementing the State Plan is to provide organizations of the national economy of the Russian Federation with specialists in management and economics who meet modern educational requirements and standards.
The target group for training under the State Plan consists of senior and mid-level managers of large, medium, and small businesses recommended by organizations and having passed the competitive selection (hereinafter referred to as “specialists”).
The implementation of the State Plan is carried out by the regional commission for the organization of management training for organizations of the national economy of the Russian Federation in the Omsk Region, approved by Resolution No. 58-p of the Government of the Omsk Region dated April 26, 2007 (hereinafter referred to as the “regional commission”).
The educational organization participating in the implementation of the State Plan in the Omsk Region is the Federal State Autonomous Educational Institution of Higher Education “F.M. Dostoevsky Omsk State University.”
A competitive selection of specialists is conducted for training in the project-oriented educational program (Type A – Advanced) “Managing Sustainable Development of Organizations in the Context of Global Challenges” in the management field. Upon completion of the program, graduates receive a diploma of professional retraining.
The basic tuition fee is 100,000 rubles.
Tuition is paid for on a co-financing basis:
- 34% of the total tuition is covered by the sending organization or the specialist;
- 66% of the total tuition is covered by the regional and federal budgets.
Citizens of the Russian Federation who meet the following requirements are eligible to participate in the competitive selection of specialists under the State Plan:
- Age under 50 (preferred). Participation in the competitive selection of specialists over 50 years of age is permitted upon request from the referring organization and the regional commission.
- Higher education;
- At least 5 years of total work experience (supported by documents);
- At least 2 years of management experience (supported by documents);
- Employment in a management position at the time of application (supported by documents);
- Participation in an organizational development project or the presence of a business development concept in the form of a business plan;
- Residence (registration) in the Omsk Region.
The competitive selection of specialists is conducted in two stages:
Stage 1 – Qualification Selection. This is conducted based on an analysis of the documents submitted by the specialist to the regional commission;
Stage 2 – Competitive Testing. This includes a professional interview with a motivational essay and a special competition with a presentation of the organizational development project concept and an individual project assignment. Only specialists who have passed the qualification selection are allowed to participate in the competitive test.
The competitive testing fee is covered by the specialist’s own funds.
PROCEDURE
for submitting an application for participation in the competitive selection
- Register in the Automated Information System of the State Plan (hereinafter referred to as the AIS GP) https://program.pprog.ru/. When registering, please provide your personal email address:
- Go to the “Register for the Program” page;
- Click the “Register for the Program” button;
- Complete the registration form;
- Accept the consent to the processing of personal data.
- To submit an application, go to the “Participation in Events” section.
- Click the “three lines” menu next to the “2026/2027” program;
- Select “Register for this program”;
- Select “Omsk” in the “Regional Commission” field;
- Click the “Save” button.
- Complete ALL required fields (marked with an asterisk) of the submitted application form;
- Add scanned copies of the requested documents (scans or photographs of documents must be in color);
- Complete three priority fields (if selecting a single program, the priorities must be the same) for training in a project-oriented educational program (Type A – Advanced) (e.g., “Management” – “F.M. Dostoevsky Omsk State University” – “Managing Sustainable Development of Organizations in the Context of Global Challenges” – “Full-time and Part-time Continuous”);
- When completing the “Participation in an Internship Abroad in a Foreign Language” field, select:
“Applicant” – if your foreign language proficiency allows you to complete the internship without an interpreter (in this case, a foreign language test/interview is required);
“Not Applicable” – if an internship in Russian is preferred (in this case, submit a waiver of foreign language testing);
- click the “Submit Application” button (this appears only after all required fields have been filled in and all requested documents have been attached).
- Wait for the regional commission to review your application.
- Receive the contract forms, consents, and applications by email, as well as the RO-01 (Application from the Referring Organization) and RO-02 (Concept of the Organization’s Development Project. Individual Project Assignment) forms generated in the AIS GP.
- Complete and submit hard copies of the documents to the regional commission for participation in the competitive selection (as per the list).

- Application from the Referring Organization for Specialist Training. Recommendation from the organization’s manager on Form RO-01 (generated in the AIS GP based on the information entered. Sent by email after the application is reviewed by the regional commission) – 2 copies (originals with signatures and the organization’s seal).
- Organization development project concept. Individual project assignment on Form RO-02 (generated in the AIS GP based on the information entered. Sent by email after the application is reviewed by the regional commission) – 2 copies (originals with signatures and the organization’s seal).
- Copy of higher education diploma (excluding appendices) – 2 copies.
- Copy of name change document (if the submitted documents contain different names) – 2 copies.
- A copy of your Russian Federation passport (pages containing your full name, photograph, and date of birth, information about the place of issue, and your residence registration (pages 2–5)) – 2 copies.
- A copy of your work record book, certified by the organization’s HR department (each page of the copy must be certified by an official’s signature, the “Copy is True” stamp, and the organization’s seal. The phrase “Currently Employed” must appear on the copy after the last employment entry, before the certifying signature and seals. If your work record book is maintained electronically, a similarly formatted document, using Form STD-SFR, must be submitted (the form must be generated no later than 14 days after the date of application for participation in the Program).) – 2 copies.
- Agreement between the executive authority of a constituent entity of the Russian Federation, a national economic organization of the Russian Federation recommending a specialist for training under the State Plan, and the specialist who has passed the competitive selection (hereinafter referred to as the Agreement) (the Agreement form is sent by email after the application is reviewed by the regional commission) – 4 copies (originals with signatures and the organization’s seal must be submitted). The Agreement must be completed electronically (not by hand).
- Motivational essay – 1 copy. Essay topic: “The Role of Training Under the State Plan in My Professional and Personal Development” (the essay file must also be uploaded to the AIS GP as a scanned copy with the date, full name, and signature of the author). The essay should reflect:
1) professional and personal goals;
2) goals and objectives of training under the State Plan;
3) what problem or task facing the organization needs to be solved using the knowledge and experience gained during training under the State Plan;
4) a brief description of the proposed approach to solving the problem.
Essay requirements:
- Length: approximately 4,000 characters with spaces;
- Font: Times New Roman, 14 pt.
- Project presentation (electronic). Slides should include:
1) Full name of the specialist, project title;
2) Information about the sending organization;
3) A statement of the complex problem facing the organization sending the specialist for training, the importance of its solution for the region, and its connections to National Projects;
4) Project goals and objectives;
5) Key stages of project development;
6) Financial, technical, organizational, human, and other resources and their availability/accessibility;
7) Expected project results for the sending organization and the region, contribution to achieving national goals and strategic objectives of the country, implementation of National Projects, and potential risks.
Recommended number of slides: 7 (+/- 2).
- Application for waiver of foreign language testing (submitted if the internship is not planned in a foreign language). Submitting this application retains the right to complete an internship abroad (in Russian). (The application form will be sent by email after the application has been reviewed by the regional commission.) – 2 copies.
- Copy of business activity certificate (for sole proprietors) – 2 copies.
- Consent to the processing and distribution of personal data (application forms will be sent by email after the application has been reviewed by the regional commission.) – 1 copy of each consent.
When completing the documents, please note the following:
- The specialist’s position in the AIS GP, Form RO-01, and the copy of the work record book must match.
- The Contract form is selected depending on the entity paying for the tuition (34% of the cost):
- at the expense of the sending organization;
- at the expense of the specialist.
- The Contract must be completed in printed form (handwriting is not permitted); dates on pages 1 and 6 are not included.
- When completing the Contract, Forms RO-01 and RO-02, the parties’ details, seals, and signatures must not be on a separate sheet without the clauses of the Contract or forms.
- Forms RO-01, RO-02, and the Contract are signed by a single manager.
- When signing the Contract by proxy, two certified copies of the proxy must be submitted to the regional commission.
The deadline for submitting documents to the regional commission is March 30, 2026.
