Another Avangard will appear in Omsk – a special economic zone

This name will be given to the industrial-production economic zone, which the regional government creates in the Northern industrial hub of the city. The first residents are already known – GK Titan, Gazprom Neft and GK Osnova Holding.

Today, on February 5, at a meeting of the regional cabinet, the name of the special economic zone near the Krasnoyarsk tract became known, the creation of which the regional government announced in the fall of 2019. It will be the Avangard industrial and production economic zone (Avangard SEZ).

“This is an avant-garde approach to the development of the economy of our region,” said the head of the region, focusing on the name of the new SEZ.

As the Deputy Minister of Economy of the Omsk Region Elena Rusinova said, the promising projects that are planned to be included in the creation of the SEZ are based on modern energy efficient and environmentally friendly technologies.

The first three residents of the new zone have also become known.

“Today we have three companies ready to invest in the amount of 10 billion rubles. These are GK Titan, Gazprom Neft and Osnova Holding. It is important for us to develop low-tonnage chemistry. In the future, we will attract new participants in this production process, ”said Governor Alexander Burkov.

Elena Rusinova explained that a preferential regime is envisaged for this territory, preferential conditions for the operation of enterprises that will be located here. The opening of the SEZ will create 800 new jobs.

A management company must be created for the new zone. By agreement with the Ministry of Economic Development of the Russian Federation, the SEZ management functions are transferred to the region, some of them – to the management company. The region decided to create a joint-stock company for this, the founder of which is a Ministry of property with 100% of shares. At the same time, the new management company will be under the jurisdiction of the regional Ministry of Economy.

The areas of activity of the management company will include: the creation and maintenance of transport, engineering and customs infrastructure of the SEZ, the attraction, selection and organization of work with residents and the improvement of the territory of the SEZ.

The Titan Group wanted to create a private economic zone and a privately owned management company. But we made a decision that this should remain in the hands of the region, so that there are no conflicts inside. It is the authorities who must ensure the organization of the process here, ”the head of the region said.

The government will send an application for the creation of a SEZ to the Ministry of Economic Development of the Russian Federation in April. There it will be considered, according to Elena Rusinova, within six months. Regional authorities expect the project to be launched this year.
