Gazprombank came up with an initiative to invest and build the Northern Bypass of the Omsk-city road – the highway will pass in close proximity to the Avangard SEZ
Moscow, February 3, 2022 – Gazprombank, implementing the strategy of creating an infrastructure #MEGAIGROK, represented by its subsidiary LLC InfraGChP-A, has submitted a private concession initiative to the Government of the Omsk Region for participation in the project for the construction of the Omsk Northern Bypass highway . Earlier, in December 2021, Gazprombank submitted a proposal expressing its readiness to participate in the project. The concept of the project provides for the construction of a highway with a length of more than 60 km, connecting the R-402 highway (direction – Tyumen) and the R-254 highway (direction – Novosibirsk) in order to unload the Omsk road network from transit traffic.
We are talking about the construction and subsequent paid operation of the highway bypassing the city of Omsk, which will consist of four lanes – two in each direction, and five interchanges. The project includes the construction of two bridges across the river. Irtysh, with a length of more than 1.3 km and through the river Om, with a length of more than 120m. The implementation of the project will reduce the number of transit vehicles on highways and roads, improve the ecological situation in the city and reduce the time of movement around the city.
With the participation of the Bank, projects have already been implemented or are in a high degree of readiness in the road construction industry, created on the principles of PPP, which could not be implemented without this mechanism, such as the Khabarovsk bypass, the Ob bridge in Novosibirsk, the Togliatti bypass, the Syktyvkar-Naryan highway Mar, Western high-speed diameter in St. Petersburg, as well as several projects in the Moscow region, including the third, fourth and fifth sections of the Central Ring Road. The total portfolio of the Bank’s road infrastructure projects is more than 700 billion rubles.
The Bank’s investment partner in the Omsk Northern Bypass project is InfraOne, one of the leaders in the Russian infrastructure project finance market, including PPPs and concessions. Under her management are both own and partner investment projects in various infrastructure areas – information technology, telecommunications, transport, social infrastructure and others. InfraOne is one of the most successful investment agents and seed stage investors.
“As a leader in financing the construction of highways, Gazprombank continues to develop infrastructure markets in the regions, using the exceptional experience and expertise accumulated by the Bank. Taking into account the high cost of modern road projects, Gazprombank managed to develop the optimal financing option for the Omsk Region, which allows creating the necessary infrastructure facility for the city on mutually beneficial terms for all parties, which will ensure high-quality implementation of the project within the timeframe agreed by the parties,” said First Vice President – Head Department of Infrastructure Projects and Public-Private Partnership of Gazprombank Pavel Brusser.
