On December 15, an interdepartmental working group under the Government of the Russian Federation approved the creation of a special economic zone “Avangard” in the Omsk region. In the near future, the Russian government is to sign a corresponding decree. There has been a lot of talk about the creation of this zone throughout the last year. But what is this territory like? Where will it be located and what benefits will the region bring? We decided to answer all these questions.
1. What is it in general – a special economic zone?
A special economic zone is an area where large investors can get more opportunities to implement their projects. What is the benefit? In the territory of the zone there are reduced prices for lease and purchase of land, tax benefits, free customs regime. To say the truth, investors who decide to enter such a zone (they are called residents) cannot have branches and representative offices outside of it. An industrial-production zone will be created on the territory of our region – it is needed for the production and processing of goods and new products. The Omsk Special Economic Zone will be located on two sites: in the Krasnoyarsk tract area (area of 1178 acres) and on Kombinatskaya Street (42 acres).
2. What enterprises will be included in this economic zone?
The main enterprises that have already signed agreements and are ready to build facilities on the territory of the zone next year (they are called anchor investors) are already known: these are Gazpromneft-Bitumen Materials, as well as enterprises of the Titan and Osnova-Holding group of companies … They will work on projects in the field of petrochemicals, while promising to bet on sustainable production. In addition, investors who produce solar panels and recycle industrial waste want to enter the special economic zone. It is also planned to create a private industrial technopark on the territory of the zone.
3. Why is this zone important?
The main benefit for the region is the growth of investments, because only large investors with good projects will enter such a platform. According to preliminary data, the amount of off-budget investments in the special economic zone will amount to 23 billion rubles. As the vice-governor of the Omsk region Dmitry Ushakov noted, for the residents of the region, the benefit of the zone lies in the fact that more than 700 jobs will be created here – and this is only from the anchor residents. But contractors will also work with each resident, so the number of new jobs in production will increase, and young people will have much more prospects to work in their home region.
