JSC SEZ IPT “Avangard” took part in a strategic session on the development of a draft strategy for the socio-economic development of the region
The Omsk authorities involved the expert community in the development of the Regional Development Strategy.
The region hosted a strategic session on the development of documents for the development of the Omsk region for the period up to 2030.
“This is a very laborious job and, indeed, a big task. The fact that the groundwork has been made today is a fact. Certain innovations, ideas and vectors of movement of our region have been found. I wish all of us to finalize the Strategy and get a product that would not be on the shelf, but in work and in constant implementation. Only the executive authorities will not deal with this matter. This should be done by business, social activists and every Omsk resident. If this does not happen, not a single strategy will “fly”, – said the head of the region Alexander Burkov.
Over the course of three days, in different groups, officials, businessmen, heads of regional organizations, universities, colleges and social activists developed key indicators for the development of the region in 9 areas. This is a healthy population, agro-industrial complex, education and science, mechanical engineering, petrochemicals, spatial and infrastructural development, digitalization, creative industries and diversified personal development.
Viktor Sobolev, General Director of JSC SEZ IPT Avangard, took part in the development of a strategy block related to the development of petrochemicals in the region. In this context, the special economic zone is considered as a promising platform for new petrochemical industries, which allows you to get new jobs, taxes, additional benefits for the investor, reduce logistics production chains, and increase the export potential of the Omsk region.
A team of moderators worked with the groups under the guidance of a member of the Expert Council under the Federation Council Committee on Science, Education and Culture, the Science and Technology Commission, managing partner of the Institute for Strategic Leadership Vladimir Samoilov.
“One of the main tasks was to correlate all these areas with possible resource provision from various federal, national programs and subprograms. The first approach has been taken. We have a lot of work ahead of you. It is very difficult to define the concept of the development of a socio-economic region, its key positions in the development of the Russian Federation. There are a number of hypotheses that have been voiced. Determination of this place will require reinforcement with real actions, ”notes Vladimir Samoilov.
Based on the results of the strategic session, each of the teams presented their developments. They included both qualitative and quantitative characteristics. In particular, to increase life expectancy, the development of medical care, digital education. All proposals of the groups will be worked out by the Omsk Ministry of Economy with sectoral ministries for inclusion in the draft Strategy. As noted by the Minister of Economy of the region Anna Negoduiko, the format of the strategic session with the involvement of the expert community is one of the mandatory stages in the preparation of the Strategy. Similar discussions are planned in the future, their format will depend, among other things, on the epidemiological situation.
