Omsk authorities met with experts assessing the region’s investment attractiveness
In the Omsk region they plan to launch an investor’s personal account and a service for selecting support measures.
First Deputy Minister of Economic Development of the region Denis Kushner today spoke with business representatives who are part of the expert community of the Agency for Strategic Initiatives to assess the investment climate in the region about the implementation of the Regional Investment Standard and plans for the development of investor support tools.
“The implementation of the Regional Investment Standard is being carried out throughout Russia to create conditions for investors. The standard includes 5 elements – an investment committee, a regional organization for attracting investments, an investment declaration, a set of investment rules and an investment map. We have fully implemented all these areas; at the end of last year, at the federal level, we passed an assessment on the implementation of all tools. This year we plan to expand services, launch a personal account for investors based on the investment portal and develop a service for selecting support measures for businesses planning to invest in the region,” explained Denis Kushner.
Next, the first deputy minister elaborated on tools for investors. Investment Declaration – defines targets for the near future and the obligations of the regional Government to business. A regional organization for attracting investments, in the Omsk region this task is implemented by the Development and Investment Agency – it accompanies investors on the “one-stop” principle. The Investment Committee is headed by the Governor of the Omsk Region Vitaly Khotsenko, with his direct participation investment projects and initiatives are considered. The investment committee can also resolve complex issues. A set of investment rules is the approved optimal algorithms of action, otherwise it is the investor’s “client path” for connecting to infrastructure facilities. All algorithms have been developed and approved in the region, they are published on the region’s investment portal. And finally, an interactive investment map, which is a unified information database for investors, allows you to search for sites for implementing investment projects and compare their capabilities.
“The Agency for Strategic Initiatives is now conducting a survey of experts, including representatives of business associations. Please note that survey letters are already being sent by email, the sender is the All-Russian Center for the Study of Public Opinion. Don’t ignore, the survey takes very little time, but will help our region in attracting investment,” Alexander Deryabin, chairman of the Omsk regional branch of Opora Russia, addressed the experts.
