POS Business in Action: How a Feedback Platform Helps Omsk Businesses
Information banners for the POS Business feedback platform have appeared on digital screens across Omsk. Any entrepreneur or investor can instantly access the digital service by simply pointing their smartphone camera at a QR code and directly ask government officials a question, receive advice, or resolve a problem.
The implementation of the POS Business platform in the Omsk Region is the goal of regional governor Vitaly Khotsenko, designed to eliminate bureaucratic barriers. The goal of POS Business is to create a “single window” for solving problems for the investment and entrepreneurial community.
The Omsk Region Development and Investment Agency serves as the center for processing requests and forwarding them to relevant ministries and resource supply organizations.
The Agency explained the request submission process:
📌Investors scan the QR code on the banner or click a direct link.
📌Log in through your Gosuslugi portal account (to identify the applicant as a business).
📌Select the category and subcategory of the question, describe the nature of the request, attach the required files, and click “Submit.”
📌Then the application is sent to the Omsk Region Development and Investment Agency for analysis and routing.
Review timeframes are strictly regulated: consultations – up to 5 calendar days, assistance – up to 10 calendar days, and problems – up to 30 calendar days.
Businesses are most interested in questions about connecting to utility networks, receiving clarification on government support measures, and assistance in selecting land plots for investment projects.
Since January of this year, the platform has received over 160 requests from businesses.
Here are some examples of resolved cases:
✅ The investor received a comprehensive consultation on the Agency’s assistance in developing public-private partnership (PPP) projects.
✅ Assistance was provided on issues related to connecting gas supply to land plots.
✅ Step-by-step instructions were developed for the investor on obtaining land for construction and coordinating the architectural design of the future facility.
