Rules for providing subsidies to regions for the creation of technology parks have been approved
The rules establish the goals, conditions and procedure for providing subsidies from the federal budget to constituent entities of the Russian Federation in order to co-finance expenditure obligations arising from the implementation of measures to reimburse the costs of creating, modernizing and (or) reconstructing infrastructure facilities of industrial (industrial) parks, industrial technology parks or technology parks in the field of high technology. The resolution came into force on January 1, 2024.
The distribution of subsidies from the federal budget among the constituent entities of the Russian Federation is approved by the Government of the Russian Federation. The level of co-financing of expenditure obligations of the constituent entities of the Russian Federation in order to reimburse the costs of the constituent entities of the Russian Federation, for the reimbursement of which subsidies are provided from the federal budget, is 99 percent.
“To the Ministry of Industry and Trade of the Russian Federation:
when concluding agreements on the provision of subsidies from the federal budget to the budget of a constituent entity of the Russian Federation, include in these agreements provisions to ensure the unfulfilled obligations of the parties under agreements on the provision of other interbudgetary transfers from the federal budget to the budgets of constituent entities of the Russian Federation, which were carried out in accordance with the Rules for the provision of other interbudgetary transfers from the federal budget to the budgets of the constituent entities of the Russian Federation for reimbursement of costs for the creation, modernization and (or) reconstruction of infrastructure facilities of industrial (industrial) parks or industrial technology parks, approved by Decree of the Government of the Russian Federation of January 20, 2016 No. 15 “On approval of the Rules for the provision of other interbudgetary transfers from the federal budget to the budgets of the constituent entities of the Russian Federation for reimbursement of costs for the creation, modernization and (or) reconstruction of infrastructure facilities of industrial parks or industrial technology parks”;
within 90 calendar days from the date of entry into force of this resolution, approve methodological recommendations for preparing an application for the selection of constituent entities of the Russian Federation entitled to receive subsidies from the federal budget to the budgets of constituent entities of the Russian Federation for reimbursement of costs for the creation, modernization and (or) reconstruction of infrastructure facilities industrial (industrial) parks, industrial technology parks or technology parks in the field of high technologies,” the resolution says.
Subsidies may not be provided in certain cases: if, for example, the park infrastructure is created under a concession agreement or a public-private partnership agreement. To receive a subsidy, you will need to submit an application to the Ministry of Industry and Trade.
