Simplified procedure for creating technology parks
In new regions, technology parks are allowed to be created in a simplified manner until 2028
Russian President Vladimir Putin signed a law according to which a simplified procedure for the creation and development of industrial technology parks and clusters is introduced for new regions for several years. The document was published on the official legal information portal.
Changes have been made to the law “On Industrial Policy in the Russian Federation”. For the Donetsk and Lugansk People’s Republics, Zaporozhye and Kherson regions, several requirements are being relaxed, which cannot yet be met there. We are talking, among other things, about infrastructure standards. The measure will be in force until January 1, 2028.
“Amendments to Federal Law No. 488 “On Industrial Policy in the Russian Federation” will allow new territories to use all government support measures to create industrial infrastructure and industrial clusters, which the regions so desperately need.
We already have a pilot project – this is the interregional cluster “KEMZ”, which included an industrial enterprise of the Donetsk People’s Republic. Documents for entry into the Federal Register were sent for approval to the Ministry of Industry and Trade of Russia in early October and, after amendments are made to Federal Law No. 488, cluster participants, including the DPR enterprise, will be able to count on receiving state support measures,” explained the director of the Association of Clusters, Technoparks and SEZ of Russia Mikhail Labudin.
