The Association of Clusters and Technoparks is preparing a National Rating of Technoparks in Russia
The Association of Clusters, Technoparks and Special Economic Zones of Russia continues to work on the preparation of the “Business Navigator for Technoparks of Russia – 2023” with the inclusion of the IX National Rating of Technoparks of Russia. “Business Navigator for Technoparks of Russia” is being developed with the support of the Ministry of Economic Development of Russia and the Ministry of Industry and Trade of Russia.
“Currently, we are actively processing data from technology parks, which are sent to the Association of Clusters, Technology Parks and Special Economic Zones of Russia. Based on the results of verification of this information, those infrastructure sites that will be included in the rating will be selected,” said project manager, senior analyst of AC&T, Mikhail Seryogin, about the progress of work.
He noted that the Association’s analysts have already begun an experiment to survey residents of technology parks about their satisfaction with the work of management companies. The efficiency of service delivery, the absence of barriers, as well as the infrastructure provided are taken into account.
Let us recall that in 2022, the rating geographically covered 20 constituent entities of Russia: it included 33 of the best technology parks out of 129 technology parks in the country.
“This year, this figure is expected to increase, since technology parks in the high-tech sector will take part in the rating. This is due to changes in the Federal Law of December 31, 2014 No. FZ-488 “On Industrial Policy in the Russian Federation” in June 2023, according to which technology parks in the field of high technologies are considered objects of industrial infrastructure, and the Ministry of Industry and Trade of Russia is assigned the authority to maintain register of such technology parks,” comments Mikhail Labudin, director of the Association of Clusters, Technology Parks and Special Economic Zones of Russia.
The basis for preparing a rating of the investment attractiveness of technology parks is a unique assessment methodology prepared by specialists from AC&T. It consists of a comprehensive analysis of the level of investment attractiveness of technology parks, as well as favorable conditions for attracting Russian and foreign investors according to 25 private indicators, grouped into six functional blocks (groups of indicators):
- Investment attractiveness of the Russian region
- Industrial, scientific and technical activities and innovative activities of residents
- Efficiency of the management company
- Technopark ecosystem
- Information openness
- Global economic challenges
Based on the assessment results, technology parks are divided into four groups: highest, high, moderately high and sufficient levels of technology park operating efficiency.
“The national rating of technology parks in Russia is becoming not only a tool for objective assessment, but also a motivation for the development of technology parks, encouraging best practices. Also, the rating should help investors implement their projects with the highest quality and speed,” noted Alexander Kozlovsky, member of the expert council of the VIII National Rating of Russian Technoparks.
