The Expert Council of the Avangard SEZ was headed by the Acting Governor of the Omsk Region Vitaly Khotsenko

On June 1, amendments were made to the Decree of the Government of the Omsk Region dated March 24, 2021 No. 116-p “On Certain Issues of Creating and Ensuring the Functioning of the Special Economic Zone of the Avangard Industrial Production Type.” Vitaly Pavlovich Khotsenko, Acting Governor of the Omsk Region, also headed the and the Expert Councils of the Special Economic Zone.Deputy Chairman of the Government of the Omsk Region Andrey Viktorovich Shpilenko, who is in charge of investment activities, was also included in both councils.

The updated composition of the Expert Council met on June 7, 2023. The main issue was the introduction of changes in the business plan of the project for the production of cutting fluids (coolants). Coolants are complex multi-component systems that are actively used in the metalworking industry and are used to lubricate and cool tools and equipment. The new production is also aimed at solving the problem of import substitution at Russian enterprises for previously imported coolants.

Initially, this project was considered by the Expert Council back in November 2022, however, for a number of external objective reasons, an agreement on industrial and production activities was not signed. For the entire past period, the managing company of the SEZ, JSC “SEZ IPT “Avangard”, together with the initiator of the project, LLC “Omsk Oil and Coolant Plant”, worked to eliminate the factors hindering the implementation of the project. As a result, all the necessary measures were implemented, which required some adjustments to the business plan initially approved by the Expert Council. The volume of investments and the structure of capital have increased, the main performance indicators have been clarified, and the timing of the project has been changed. The planned number of new jobs increased from 30 to 50 units. In addition, the territory for the location of the enterprise on the lands of the SEZ has been clarified, because over the past period, a land plot was formed directly for the implementation of this project.

Based on the decision of the Expert Council, in June 2023 it is planned to conclude an agreement on the implementation of industrial and production activities with Omsk Oil and Coolant Plant LLC.
