The government approved changes to Russian Government Decree No. 779
The government approved changes to the Decree of the Government of the Russian Federation dated July 31, 2015 No. 779 “On the requirements for industrial clusters and specialized organizations of industrial clusters.” The main change affects the criteria for compliance of products with the goals of import substitution by expanding the list of critical industrial products for the civilian manufacturing industries of the Russian Federation.
An additional requirement has also been introduced for projects for the production of import-substituting industrial products within industrial clusters. According to the new rules, such projects cannot duplicate existing projects implemented within other industrial clusters previously included in the register of the Russian Ministry of Industry and Trade. That is, the same project cannot be taken into account in two different industrial clusters.
Until January 1, 2028, the requirement for mandatory compliance with the goals of creating and developing industrial clusters in the DPR, LPR, Kherson and Zaporozhye regions in accordance with the Spatial Development Strategy of the Russian Federation, as well as territorial planning schemes of the Russian Federation and these subjects has been lifted.
