The Ministry of Construction of Russia approved Amendment No. 2 to Resolution 348.1325800.2017 “Industrial parks and industrial clusters. Design Rules”.

The updated document introduces the concept of “eco-industrial parks” and establishes requirements for their location, including determining the calculation of the territory utilization coefficient.

The key idea of creating eco-industrial parks is the placement of trade, scientific, technical and industrial production on the same territory.

The updated Resolution 348 contains the necessary terminology for a new type of territorial industrial associations and is supplemented with safety requirements for new types of facilities, including sanitary and epidemiological standards and fire safety rules. This guarantees the safety of the environment and the health of people living near eco-industrial parks.

The cooperation of engineering, transport and administrative functions will reduce the design and construction time.

The document also establishes requirements for the selection of a site for the construction of an object, for its planning and zoning, for the design and construction of engineering infrastructure, for the organization of production and waste management, for environmental protection and safety.

The updated document became effective on January 26, 2024.
